Ross (2021) mentioned that after the comprehensive needs assessment and the district sets the goals, campuses need to develop their performance objectives and strategies. Strategies are limited in number, and for this reason, the potential effectiveness of strategies must be BEST strategies:
B – Bold and beyond current status actions
E – Evidence of research-based effectiveness
S – Specific details
T – Tied to one or more needs identified in the comprehensive needs assessment
When developing the Campus Improvement Plan (CIP), we must create SMART performance objectives. It is essential to define what a SMART goal is by referring to Ross (2021):
S – Specific
M – Measurable
A – Achievable
R – Realistic
T – Time-bound

- Identify SMART performance objectives in Campus Improvement Plans (CIP),
- Develop SMART performance objectives for English Language Learners, and
- Use a rubric to evaluate the SMART performance objectives/ goals.
